Incline Village Groundbreaking Sparks Growth in Duluth Development

DULUTH, MINN. – Construction management firm and developer’s owner representative ICS celebrates the groundbreaking of Incline Village, a mixed-use housing development in Duluth. As the second-largest private development in Duluth’s history, the $500 million project will help meet the city’s growing need for housing and provide public amenities and retail space.

“Incline Village is a victory for Duluth, and it wouldn’t have happened without the collaboration of so many,” said Jeff Schiltz, Business Development Executive at ICS and a Duluth resident of 33 years. “The developers and ICS worked closely with city leaders, the Chamber of Commerce, the Duluth Building Trades, and local partners to make this project a reality, and the final result will be a new vibrant neighborhood on one of the most beautiful pieces of property in all of Minnesota.”

Incline Village will provide 1,180 market-rate housing units and 120 condominium units for sale in the Central Hillside neighborhood. The development will include approximately 80,000 square feet dedicated to retail space, as well as public amenities such as a pavilion and connections to walking, hiking, and biking trails.

“Duluth needs housing options of all types,” said Duluth Mayor Roger Reinert. “A project like Incline Village is vital to our city’s economy. It will directly address our critical housing void as well as create opportunities for jobs, businesses, and recreation. Our single greatest obstacle to growth is a lack of housing at all income levels, and the Incline Village project addresses that head-on.”

The name “Incline Village” comes from the trolley car system that once transported residents up the hill in the late 1800s and early 1900s. The project will be constructed on the vacant site where Duluth Central High School was once located.

Incline Plaza Development LLC, the developer of Incline Village, is strongly committed to helping Duluth grow and thrive. Over the past six years, the developer has invested in other Duluth properties, such as the Endi Apartments, Kenwood Village Apartments, and the Lighthouse for the Blind.

The City of Duluth and the developer of Incline Village have conducted a comprehensive and stringent environmental review process with the first alternative urban areawide review (AUAR) environmental review in the history of Duluth. Further, Incline Village will be built using sustainable development practices, minimizing resource consumption, reducing waste, and preserving natural habitats.

Incline Village will be managed by an all-local planning and construction team based in Duluth, including ICS, DSGW Architecture, CMTA Engineering and Northland Consulting Engineers. The first building, a 70-unit condominium, has an estimated completion date of summer 2026, with the remaining first-phase construction estimated for June 2029.
